CITY COUNCIL MINUTES
July 14, 2010

The Royal City Council met in regular session on Wednesday, July 14, 2010 at the Community Building with Mayor Virelli presiding. Present were council members: Bill Burgeson, Monica Kelly, Johnnie King, Arlene Wimmer, John Roberts. Barb Fletcher, city clerk; Mike Buren, city employee and Lee Youde were also present.
The minutes of the previous meeting had been read by the council. J. Roberts made a motion to approve the June minutes. M. Kelly seconded. All ayes; motion carried.
The financial report and bills for July were looked over by the council. J. King made a motion to approve the financial report. A. Wimmer seconded. All ayes; motion carried.

There were no building permits at this time.

Mike gave his maintenance report. He has checked with Blacktop Service and they will be doing seal coating at the end of July, weather permitting. It was approved to have Howe Sanitation clean 12 drains and 2 catch basins at a price of $300. Mike reported that the crowns at Memorial Park are not lighting up. He will have it checked out and report back to the council. Mike had a bid for repairing the noon & six o'clock whistle. It would be $526 for repairs. The council tabled this item. Mike has contacted a local farmer to mow and bale some of the area around the city's lagoons. This would save on the city's mower. Mike reported that he needs to give more information the the D.N.R. when the city does bypassing.

Barb gave her clerk's report. The Lion's Club had given her proposals for a new welcome to Royal sign. She shared those with the council and they gave approval for them to proceed with this project. Barb and Mayor Virelli had received a complaint about the piano. It was decided to wait with any tuning or repairs until after the community building remodeling is finished. She also reported that Mosquito Control has been spraying in Royal, but mosquitos will be a problem due to the wet conditions.

Mayor Virelli read Ordinance #101, which authorizes the city council to direct placement of traffic control devices. A. Wimmer made a motion to approve the 1st reading of Ordinance #101. J. King seconded. Roll Call Vote - Ayes: J. Roberts, J. King, A. Wimmer, B. Burgeson, M. Kelly. J. King made a motion to waive the 2nd & 3rd readings of Ordinance #101. A. Wimmer seconded. Roll Call Vote - Ayes: J. Roberts, J. King, A. Wimmer, B. Burgeson, M. Kelly. Ordinance approved.

Nuisances were discussed. Barb was instructed to send two letters on cleaning up nuisance properties.

Pool water was next on the agenda. The person who had wanted it discussed was not present, so no action taken.

Mike reported on use of the park and shelter house.

Building repairs was next on the agenda. The city maintenance building was recently damaged due to a tractor mishap. Mike has requested two bids and Barb will contact the insurance company again.

Donations were the last item on the agenda. After discussion, A. Wimmer made a motion to give the Royal Summer Recreation program $250. M. Kelly seconded. All ayes; motion carried. Royal Community Action had requested a donation for the renovation of the community building. After discussion, J. Roberts made a motion to not give a donation. J. King seconded. Ayes: J. Roberts, J. King, A. Wimmer. Nay: B. Burgeson, M. Kelly. Motion carried.

The Clay County Sheriff's quarterly meeting will be held in Royal on July 21st. The council discussed prizes and refreshments.

A. Wimmer made a motion to adjourn. J. King seconded. Meeting adjourned at 8:10 p.m.
